2025 Legislative Agenda
COGSA is part of a state-wide coalition of gun safety champions advocating for safer cities, safer schools, and fewer gun suicides.
Our reps need to hear from you — contact them directly or sign up to testify in support of a bill. Your testimony can be either written or verbal (in-person or virtual), and we will help you!
In addition, COGSA is supporting a few additional, relevant bills that are sponsored or co-sponsored by our local legislators:
SB 698 - Allows public entities (like city halls) to ban concealed handguns in those buildings. Guns in government locations. Broadman and Kropf, chief sponsors.
HB 3083 - Encourages schools to install panic alarms with funding set aside in the budget. Levy chief sponsor; Broadman regular sponsor.
HB 3085 - Establishes the Emergency Behavioral Health Services for Children program in the Oregon Health Authority to promote timely delivery of behavioral health services to children who present to hospital emergency departments in behavioral health crises. Broadman and Levy, chief sponsors.
Task Force Creation
We support the creation of the Task Force on Community Safety and Firearm Suicide Prevention, which the Oregon legislature passed during the 2024 legislative session. The measure creates a 17-member task force that will make recommendations on reducing gun suicides and increasing community safety.
Measure 114
We support the implementation of Measure 114.
Measure 114 has been declared constitutional by the Oregon Court of Appeals.

Yes on Measure 9-173: Expand the Deschutes County Commission
Measure 9-173 would expand the number of Deschutes County Commissioners from 3 to 5 members. There have been 3 Commissioners on the committee since 1971 when the county was only 33,000 people. The Animal Control Board has 5 members. It’s time to vote yes on this measure.
